17 Jun 2011: Mr. Brad Bortner has been selected as the new Chief for the Division of Migratory Bird Management. Brad currently serves as Chief of the Division of Migratory Birds and Habitat Programs in Region 1. During his tenure, Brad has been involved with numerous partnership efforts to further migratory bird conservation. Most recently Brad served as Management Board Chair of the Intermountain West Joint Venture from 2009-2011 and lead the 2010 State of the Birds team. In 2007, Brad was acting Center Director for the USGS National Wildlife Health Center in Madison for a month and eight months as acting Assistant Regional Director for External Affairs in Region 1. From 1987-1992 Brad worked for the Office of Migratory Bird Management at Patuxent Wildlife Research Center as Chief of Population Assessment and several staff positions. Prior to joining the Fish and Wildlife Service, Brad spent 1.5 years working for the Office of Hydropower Licensing with the Federal Energy Regulatory Commission in Washington, D.C.

It marks the date of the adoption of the Convention on Wetlands on 2 February 1971, in the Iranian city of Ramsar on the shores of the Caspian Sea. World Wetlands Day was first celebrated in 1997. Since then government agencies, non-government organizations and community groups have celebrated World Wetlands Day by undertaking actions to raise public awareness of wetland values and benefits and promote the conservation and wise use of wetlands. These activities include seminars, nature walks, festivals, launches of new policies, announcement of new Ramsar sites, newspaper articles, radio interviews and wetland rehabilitation. The California Exotic Plant Management Team produced a short video of Dan Gluesenkamp (Audubon Canyon Ranch) introducing The Calflora and BAEDN new weed mapping application that has been developed for Android-based phones (and application is being modified and improved for the iPhone). This seamless data collecting application ultimately may bring mapping access to a community that is thirsting for real-time data and to detach from the cords, cables and GPS licensing issues. The phone application was created to allow anyone with an Android-based phone to locate, map and take photos of a specimens/plants, whether it be an invasive or native species. Once the plant's location is mapped and cataloged on the phone it can then be easily uploaded to a Calflora website, which compiles and manages data from its mobile users and displays the data in an easy-to-use map-based format. Currently the application focuses solely on the aspects of early detection, but development of the application as a treatment tool is already in the works.

As a long-time resident of the Bay area with a Ph.D. in Ecology from the University of California, Davis, Christina offers considerable knowledge of both terrestrial and wetland ecology, with expertise in field-based research in San Francisco Bay relative to invasive and endangered species. As Conservation Science Program Director for the Laguna de Santa Rosa Foundation, she comes to us with a wealth of professional experience in the coordination of multi-stakeholder processes, established relationships with regional scientists and public leaders, and project management and statistical data analysis skills. Christina’s initial focus will be to coordinate a team of scientists in the development of a monitoring and evaluation plan for the Joint Venture and our partners' wetland habitat restoration and enhancement projects. She will also be coordinating an update of the Joint Venture Implementation Plan, Restoring the Estuary.

22 Feb 2010: The Farm Service Agency (FSA) is planning a general sign-up for the Conservation Reserve Program (CRP) this summer. With current enrollment at 31.2 million acres and approximately 4.5 million acres expiring on October 1 of this year, there will be plenty of room for a large sign-up while staying under the 32 million acre cap. FSA anticipates 2.9 million acres being eligible for general sign-up along with anticipated enrollment of 500,000 acres in continuous CRP this year. In preparation for the sign-up, FSA is developing a new CRP rule and has prepared a Draft Supplemental EIS for the program. The draft EIS has not yet been posted, but we have received a hard copy as have some of the Regions. There is likely to be a request for review of the document through the ER system, but I wanted to give you a heads up and will provide a link to the document once it is posted. State FSA offices have also been notified that they must renew or revise their State Conservation Priority Areas (CPAs) by March 31 (see attached Notice CRP-651). The notice requires consultation with NRCS State Conservationists and State Technical Committees in the development of state CPAs and wildlife zones within CPAs. The Service is specifically identified as an agency to be consulted in determining wildlife zones. Many states have started this process through the STCs. Please contact me if you have any questions. Ken has degrees from the University of Minnesota and the University of California/Davis, including a PhD obtained under the guidance of John Eadie, long-time science guru for the Central Valley JV. Ken's reporting date is February 1 and he will be attending the NAWMP Committee meeting in Phoenix the following week. He will also be assisting the Grants Branch as needed with his former responsibilities during the transition to other personnel. I expect it will take several months for him to become familiar with the primary contacts, functions, needs, priorities, and proclivities of the JV Program.

During this comment period, we encourage you to submit your comments to Sonoma Land Trust and to the California Department of Fish and Game and the U.S. Fish and Wildlife Service, our lead state and federal agency partners. 25 Aug 2009: NRCS is in the process of reviewing all 166 of their conservation practice standards to meet the requirements of the 2008 Farm Bill. The legislation requires the review of practice standards in effect on the date of enactment (June 18, 2008) to ensure, to the maximum extent practicable: 1) the completeness and relevance of standards to local agricultural, forestry and natural resources needs, including specialty crops, native and managed pollinators, bioenergy crop production, forestry, and other needs as determined by the Secretary; and 2) that the standards provide for the optimum balance between meeting site-specific conservation needs and minimizing the risks of design failure and associated costs of construction and installation. As part of the review process, NRCS is seeking public comment on how to improve the conservation practice standards to meet the statutory objectives of the review. An initial Federal Register notice requesting comment dated June 12 did not generate much of a response (I failed to catch this notice and forward to you at the time), so NRCS has extended the comment period to September 11 (notice of comment extension attached). 14 Apr 2009: Petitioners Urge Federal Communications Commission to Protect Millions of Migratory Birds, Audubon Partners with American Bird Conservancy and Defenders of Wildlife. (Washington, D.C. – April 14, 2009) Conservation organizations and concerned citizens are petitioning the Federal Communications Commission (FCC) to address the killing of millions of migratory birds from collisions with the more than 100,000 communications towers throughout the United States. American Bird Conservancy, National Audubon Society, and Defenders of Wildlife filed a petition with the FCC today asking the agency to adopt new rules to comply with federal environmental laws, including the National Environmental Policy Act and the Endangered Species Act, in order to ensure that the impact of towers on migratory birds is properly considered and addressed in agency decisions.

This publication identifies species, subspecies, and populations of migratory and nonmigratory birds in need of additional conservation actions. We hope to stimulate coordinated and collaborative proactive conservation actions among Federal, State, tribal, and private partners. The species that appear in Birds of Conservation Concern 2008 are deemed to be the highest priority for conservation actions. We anticipate that the document will be consulted by Federal agencies and their partners prior to undertaking cooperative research, monitoring, and management actions that might directly or indirectly affect migratory birds.

The 30,000 acre refuge is the largest of the National Wildlife Refuges around San Francisco Bay. Eric brings to this position a wealth of experience managing the Alviso Unit of the Don Edwards Refuge. During his 4 plus years in that position Eric has developed professional relationships with a variety of partners both within and outside government that are essential for his new position. We are grateful to Eric for stepping up to this leadership role. He will officially start in his new role on January 4, 2009.

11 Dec 2008: The Urban Creeks Council has recently received a small amount of funding from the EPA that is specifically focused towards reducing sediment within our waterways. With a focus on reducing rates of erosion along our riparian corridors, we are currently looking for a few small streambank stabilization projects that could some financial assistance towards a potential project’s design / permitting phase. Currently, the projects need to be located within Contra Costa County. Specifically, we can provide matching funds up to $10,000 per project for design and permitting. These matching dollars can come from the landowner's own pocket or from any other non-federal source. Ideally, we are trying to schedule this design / permitting phase to occur in 2009.

28 Sep 2008: The San Francisco Bay Subtidal Habitat Goals Project will establish a comprehensive and long-term vision for research, restoration and management of the subtidal (submerged) habitats of the San Francisco Bay. The Project is a collaborative interagency effort between the Bay Conservation and Development Commission (BCDC), the California Ocean Protection Council/State Coastal Conservancy, National Oceanic and Atmospheric Administration (NOAA), and the San Francisco Estuary Project. The Project Objectives are to 1) Identify, document, and describe subtidal habitats, their function and relationships within the San Francisco Bay; 2) Identify, prioritize, and recommend research needs for understanding San Francisco Bay subtidal habitats and the current level and source of impacts to these habitats; and 3) Develop management, research, and restoration goals for subtidal habitats in the San Francisco Bay based on the best available scientific information, including for habitat protection, enhancement, and restoration.
