San Francisco Bay Joint Venture Project Services Funding Guidelines

The primary purpose of SFBJV project support is to implement the JV goals as identified in Restoring the Estuary and to provide support for projects that benefit wetland and riparian-dependent species.
Criteria
Projects to be contracted by the Joint Venture will meet one or more of the following criteria:
- A project that addresses Joint Venture goals
- A small amount of money will help launch or finish a project or will add a new phase to an existing project
- Provides the Joint Venture with visibility or a direct service
- If public outreach, the project or program will reach a wide diverse audience
- Strong partnerships already in place
- Urgent Need
- Valuable project that can benefit a broad constituency
- A timely project that would not be able to happen if a small infusion of funding is not available
- Applicant is not necessarily a member of Management Board but will be conducting a project that will further JV goals or current needs
- The funding might leverage larger amounts
Types of Projects that could be considered
- NEPA assistance for existing partner projects
- Assistance with feasibility studies or project planning
- Outreach for wetlands education, workshops, training or associated expenses
- Restoration or enhancement that will finish a project, leverage a larger amount of funding or for supplies with volunteers labor
- Sponsorship of events, or conferences
- Publication of reports or brochures that will promote JV goals
- Projects that benefit species using other habitat types can be considered if they
- meet the goals identified in Restoring the Estuary or implement other federal bird plans within the geographic boundaries of SFBJV AND
- funding remains in the annual SFBJV Project Support budget that has not been allocated to projects as defined above.
- Projects should be within geographic boundaries of the SFBJV. However, support can be considered under the following extraordinary circumstances:
Projects or research that can benefit species that winter or utilize habitats within the boundaries of the SFBJV and are undergoing severe pressure or population declines and where support for projects or research in areas outside the SFBVJV geographic boundaries can help reverse problems.
- The purpose of funding is to support development or implementation of specific projects. SFBJV will, under extraordinary circumstances, consider support for program operations although it will not do so on an ongoing basis.
Process
A one-page letter with an outline and timeline for the project, description of partnerships and documentation, plus a simple project budget can be submitted to Coordinator at any time. Although there is not specific maximum or minimum amount that the Joint Venture will approve, funding is limited, and the Management Board seeks to implementt a variety of projects that will achieve JV goals. Therefore, contract applicants should consider submitting for less than $5,000. Larger projects will occasionally be considered depending upon funds available and the scope of the project. Recipients will adhere to the requirements and funding process or risk losing full or partial payment.
Requirements of the Contractor
The San Francisco Bay Joint Venture shall be credited for all events and products produced. The Joint Venture logo should also be incorporated on products, reports, or other publications. Where products are produced, at least 2 copies will be provided to the Joint Venture for JV archives. In the case of events or activities, a summary paragraph will be submitted to the Coordinator to report to the Management Board.
If a project cannot be completed within the time agreed upon in the contract, funds are to be returned to the Joint Venture to be made available for other projects.
Project Review Process
The Coordinator will review applications to determine whether a project meets the qualifications for funding. If it does, two or more members of the JV Management Board Management Board members with expertise on the type of project, geographic location, or qualifications of the applying contractor. Within 3 days JV Management Board members that are contacted will confirm the recommendation to approve the project or provide a valid reason why it should not be funded. If those contacted have concerns, the Coordinator will then further research and secure more information. The projects for which the JV contracts will be reviewed on an annual basis by the full Management Board as will the guidelines and process.
